The Australian colonial government ignored higher education until 1963, but a visiting UN mission criticized the decision and pressed the government to create higher education institutions.

In order to prepare Papua New Guineans for administrative and clerical work, the administration established a college in 1964. The Institution of Papua New Guinea, the nation’s first university, was founded by the government in Port Moresby in 1966.

The 1970 graduation of the first class. The Institute of Higher Technical Education was founded by the government in Port Moresby in 1966. However, as a result of public disapproval of having both of the nation’s institutions in the National Capital District, the university later relocated to Lae.

The Papua New Guinea University of Technology was established in 1967, replacing the Institute of Higher Technical Education. In 1971 and 1975, respectively, the institution conferred its first diplomas and degrees.
